DIGITALIZACIÓN DE COLECCIONES AUDIOVISUALES: CUESTIONES IMPORTANTES PARA ADMINISTRAR EL CAMBIO A UNA NUEVA TECNOLOGÍA.

INTRODUCCIÓN

El informe presentado es sólo un informe ficticio. Hagamos frente a algunos hechos. La tarea de un nuevo Jefe de una colección audiovisual local es establecer un plan para una digitalización total de la colección del archivo. El nuevo Jefe del archivo es un joven. Ha terminado su educación técnica en una importante universidad mexicana. No tiene experiencia en trabajar en una biblioteca, un archivo o participar en producciones de televisión y radio. Hacer películas es también un tema desconocido para el joven que está ansioso por convertirse en un operador profesional en el nuevo campo del trabajo en los Medios de Comunicación. La Dirección de la empresa ha decidido invertir en nueva tecnología para la empresa. El Consejo de Administración de la empresa ha dado permiso al Director para hacer los preparativos para el nuevo cambio, pero el presupuesto tiene que ser presentado al Consejo antes de que cualquier acción tenga lugar. El costo de la introducción a la nueva tecnología debe ser aceptado por el Consejo. El título del informe es: "Digitalización de colecciones audiovisuales, producción y transmisión".

EL JOVEN Y EL ANTIGUO BIBLIOTECARIO NECESITAN HABLAR JUNTOS El joven necesita ser apoyado por un consultor en el campo del archivo. Él me ha llamado para ayudarlo a establecer un plan y presupuesto preliminar para el trabajo. He trabajado en el negocio desde 1970.
Creo que puedo darle algunos consejos realistas para evitar algunas dificultades. EL PLAN PRELIMINAR EL GRUPO DE TRABAJO En primer lugar tenemos que obtener la mayor información posible sobre los Archivos con los que vamos a trabajar. EL ARCHIVO FICTICIO que tenemos que estudiar es una emisora ​​de radio y televisión local situada en la Ciudad de Morelia en México. La compañía es  antigua. LOS MIEMBROS DEL GRUPO DE TRABAJO

Creamos un grupo de trabajo formado por personas que han trabajado para la empresa durante muchos años en diferentes Departamentos. El objetivo del grupo de trabajo es recolectar tantos datos sobre el archivo como sea posible. En la orden del día del grupo de trabajo se incluyen los siguientes temas: Qué tipo de cintas de video se almacenan en el archivo. ¿El archivo conserva las películas y qué tipo de películas se conservan? ¿Cuál es el número correcto de las cintas de video? ¿Qué pasa con la calidad de las cintas de video? Necesitamos evaluar el estándar técnico de las cintas de video. ¿El archivo almacena cintas y películas después de la transmisión? - o el archivo conserva películas y cintas solamente para su visualización? ¿Cuál ha sido la tarea principal del archivo desde 1970? ¿Qué pasa con la reutilización de programas de radio y televisión para la gente local? ¿Qué pasa con las políticas de acceso del archivo? ¿Quién tiene derecho a hacer uso del archivo - sólo el personal de la empresa o cualquier ciudadano de la ciudad de Morelia o cualquier ciudadano de México?
Se debe evaluar el estándar del personal del archivo. ¿Qué tipo de educación se ha requerido para conseguir un trabajo: Licenciatura en Bibliotecología, educación en universidades o academias, o cualquier persona que conoce algunas de las producciones de televisión y radio están calificadas para trabajar en el archivo? ¿Es el archivo considerado por la dirección de la empresa como un lugar para poner empleados que la dirección no sabe qué hacer con ellos?
Para el nuevo responsable del archivo audiovisual es importante conocer todo acerca de las rutinas de catalogación y  descripción detallada, de cómo hacer un buen registro de los programas. No es una sorpresa que algunos archivos hayan trabajado con catálogos en tarjetas todo el tiempo. Todos los registros de los contenidos de los programas se han realizado utilizando máquinas de escribir. El presupuesto para el archivo hasta aquí y debe ser estudiado.
TEMAS PARA NUEVOS ESTUDIOS: LA SITUACIÓN ACTUAL Y LA PLANIFICACIÓN FUTURA

EL ARCHIVO FICTICIO que es el objeto del informe, no ha sido cambiado por muchos años. La razón principal de la falta de actualización del estándar del archivo fue la falta de interés para el archivo de los programas por parte de la Dirección de la empresa. Además la Dirección opinó que los programas transmitidos no tenían vida después de la transmisión.

EL ARCHIVO FICTICIO se ha encargado de cuidar esos programas enviados a los archivos, después de una selección el programa tenía derecho a mantenerse preservado (guardado) por una  eternidad.

Echemos un vistazo a los programas y materiales técnicos seleccionados:

-Videotape: 2000 cintas de 2 pulgadas conservadas después de la transmisión como una cinta original del programa. No se conservan copias.

-Videotapes: 5000 cintas de 1 pulgada conservadas después de la transmisión. No se conservan copias.

-Films: 2000 programas en films son guardados. Estándar: 16 mm. El sonido y la
película se guardan en cajas separadas. No se hacen copias.

- Fotos: 500 fotos guardadas. No se conservan copias.

- Bobinas de sonido: 2000 programas de radio guardados. No se conservan copias.
- Visualización de cintas. VHS. 1000 copias guardadas.


EL ARCHIVO FICTICIO y los documentos de los programas fueron almacenados. Se ha conservado en el archivo un informe de cada programa transmitido desde 1970.
El estándar requerido para el almacenamiento de cintas de video, películas y grabaciones de sonido es: No hay cambios en la temperatura y humedad en las habitaciones donde se almacenan los materiales.
Recomendaciones para el almacenamiento de cintas de video: Temperatura: 16 C +/- 2, (50-60 F) y humedad relativa: 30% -40%.
Recomendaciones para el almacenamiento de películas utilizadas diariamente: Temperatura: 21 C (70F) y humedad relativa: 25% - 60%. Norma recomendada para material maestro de color: -5 C (23F) y humedad relativa: 15% - 30%.
En general, una temperatura más baja de almacenamiento de películas retardará el proceso de desvanecimiento de la película.

POLÍTICA DE ACCESO DEL ARCHIVO FICTICIO

EL ARCHIVO FICTICIO fue creado para ayudar a los que estaban haciendo nuevos programas de radio y televisión. El principal objeto de la producción fueron los habitantes del estado de Michoacán, en el centro de México. La ciudad de Morelia fue la única señalada para los programas. Una excepción fueron las noticias diarias transmitidas tanto en la radio como en la televisión, haciendo conocer al pueblo del estado de Michoacán sobre temas y conflictos internacionales.
El acceso a las colecciones se hizo poniéndose en contacto con los Bibliotecarios que trabajan para la empresa. Se entregó al Bibliotecario de Referencia una lista de planos (tomas) o programas transmitidos. El productor tuvo un contacto personal con el Bibliotecario de Referencia sobre los materiales requeridos y el plan para la producción. Las viejas películas y las cintas fueron traídas desde la sala de almacenaje para el visionado. En algunos casos las películas tenían que ser visionadas usando una mesa de corte (Moviola). Se realizaron copias de las tomas seleccionadas en el Departamento de Edición y copias de extractos de programas
.
EL ARCHIVO FICTICIO fue organizado como muchos otros archivos de televisión y radio establecidos en empresas de todo el mundo.

El trabajo de investigación fue hecho por los Bibliotecarios sólo porque el antiguo catálogo de tarjetas todavía estaba en uso. Poco a poco, toda la información escrita en las tarjetas se copió en una computadora cuando se introdujo un llamado "sistema de texto libre". El Bibliotecario podría buscar en el texto de las tarjetas, cualquier palabra podría ser un objetivo para la investigación.
El resultado del trabajo realizado por el Bibliotecario de Referencia dependió de la cantidad de hechos e información escrita en las tarjetas. Si el contenido del informe de los programas se limitaba a algunas personas solamente, sólo se podía encontrar a las personas registradas.

EL ARCHIVO FICTICIO no se preocupó por la necesidad de información entregada a la mayoría de la población mexicana. No. La gente del Estado de Michoacán era el objeto principal de la información almacenada en el archivo.



POLÍTICA DE SELECCIÓN DE CONTENIDOS DE LOS ARCHIVOS AUDIOVISUALES

La Administración del ARCHIVO FICTICIO había decidido que no todos los programas transmitidos debían guardarse en los archivos. La política de selección de programas se tomó de la política oficial de las Bibliotecas Públicas, donde los Bibliotecarios hicieron una selección de libros de las colecciones y sobre qué tipo de libros se debían comprar para la biblioteca. Debido a que se hicieron copias de cada libro publicado, la Biblioteca no necesitó comprar todos los libros editados. Los archivos de televisión y radio hicieron solamente una copia del programa emitido. La política de selección tradicional de las Bibliotecas e introducida en las empresas de televisión y radio, tuvo como  resultado la eliminación de demasiados Y buenos programas.

LA DIGITALIZACIÓN DE LAS COLECCIONES: DECISIÓN EFECTUADA POR LA ADMINISTRACIÓN DE LA EMPRESA

El informe del trabajo realizado diariamente debe ser evaluado por el grupo de trabajo. El grupo debe saber todo sobre el archivo. Además el grupo debe obtener información sobre las nuevas posibilidades introducidas por la política de digitalización. Los viejos objetivos, las tareas, los equipos, la educación del personal, la política de acceso y la política de selección, deben ser cambiados porque la nueva tecnología de actualización creó una larga lista de nuevas posibilidades. No tiene sentido cambiar el trabajo del archivo sin tomar ventaja de las nuevas posibilidades que ofrece la digitalización.

MORELIA Y EL ESTADO DE MICHOACAN SE PONEN SOBRE EL MAPA INTERNACIONAL.

EL ARCHIVO FICTICIO ya no es un centro de información local. El mundo entero podría interesarse en obtener información sobre lo que está sucediendo en el estado de Michoacán. Usted no tiene más secretos locales.

 NUEVA FORMA DE TRABAJAR DESPUÉS DE LA DIGITALIZACIÓN DE LOS ARCHIVOS AUDIOVISUALES.

POLÍTICA DE SELECCIÓN ABOLIDA

"... Puedo estar en desacuerdo con lo que tienes que decir, pero defenderé hasta la muerte tu derecho de decirlo...". Cita: El filósofo francés Francois Voltaire (1694-1778).

Las declaraciones oficiales hechas por cualquier ciudadano de cualquier país deben basarse en hechos correctamente almacenados en bibliotecas, archivos estatales, archivos nacionales y archivos de televisión y radio. La digitalización es una nueva tecnología sólo perfecta para la sociedad democrática moderna.

El grupo de trabajo del ARCHIVO FICTICIO había realizado una profunda investigación sobre la forma actual de trabajar con imágenes de archivo. El grupo sugirió mantener una copia de cada programa de radio y televisión transmitido a la población de Michoacán. No más borrado de cintas fue el tema principal de la decisión que tomaron. Era necesario que se reutilizaran más programas como programas y se hiciera un uso activo de extractos de los programas transmitidos.

NO HAY CENSURA- NO MÁS BORRADO DE INFORMACIÓN

El grupo de trabajo decidió evaluar el trabajo del Archivo con referencia a las tradiciones democráticas del Estado de Michoacán: Libre intercambio de información oficial para los habitantes del Estado, libertad de discurso y libertad de expresión. Si no hay intercambio libre de información oficial para los habitantes del Estado, el contenido seleccionado de los archivos debe ser evaluado como una fuente limitada disponible. Los estudios académicos dependen del acceso a la información almacenada en los archivos audiovisuales. Si el gobierno del Estado quisiera seleccionar la información remitida los archivos, el valor del contenido de los archivos se reduce para los estudios académicos.


Cuando el envío total de las colecciones consistía en cintas de vídeo, películas y grabaciones de sonido a los archivos, la necesidad de los materiales antiguos ya no era una demanda. El trabajo consume mucho tiempo y es costoso, ya que cada videocinta y película tiene que ser evaluado desde un punto de vista técnico por técnicos profesionales.

EL FUTURO DE LOS ORIGINALES-EL DEPÓSITO LEGAL DE LOS ORIGINALES DE LOS ARCHIVOS AUDIOVISUALES

En la agenda de la mayoría de las conferencias internacionales, el tema del futuro de las colecciones antiguas es un tema importante. Los expertos difieren acerca de qué hacer con las cintas y películas originales. Desde un punto de vista técnico, la decisión de borrar y destruir las películas y cintas de video originales, tenía sentido para las personas que sólo han trabajado y estudian las instalaciones técnicas solamente. El contenido de los materiales se conserva y se mantiene en los archivos enviados a la Biblioteca Nacional para ser conservados sin ninguna fecha de borrado. Hay otro problema muy relacionado con el material antiguo: falta de equipos técnicos necesarios para hacer frente al contenido y visionar las cintas. Las grabadoras de video de dos pulgadas no son fáciles de comprar, nunca más!

CADA PELÍCULA ANTIGUA ES UNICA Y ORIGINAL

"... Archivo de radiodifusión: Estos contienen principalmente un inventario de programas seleccionados de radio y televisión y grabaciones comerciales... como fuente de radiodifusión y propósitos de  producción... las colecciones también pueden incluir material bruto (material no transmitido), tanto como entrevistas y efectos sonoros”... La fuente: Archivo Audiovisual: Filosofía y Principios por Ray Edmonson, París, 2004.

Después de la introducción de la Ley de Depósito Legal, la política de selección de programas transmitidos no era una política oficial para las compañías de radiodifusión ya que las copias tenían que ser enviadas anualmente al archivo nacional.

Mi recomendación como consultor para los jóvenes y nuevos Jefes de archivo es mantener los materiales antiguos tanto tiempo como sea posible mantenerlos, porque las cintas de vídeo originales y películas tienen un valor técnico como originales. El sonido y las imágenes se hacen a menudo mejor cuando se envía el Contenido a los archivos. El sonido original será mejorado para mantenerse al día con el estándar requerido para nuevas producciones.

Después de haber completado el envío de cintas a los archivos, la siguiente decisión es hacer que la Biblioteca Nacional entienda la importancia de conservar los materiales originales de todo tipo para futuros estudios. Nadie está preguntando sobre la destrucción de los documentos oficiales originales o libros publicados cuando los españoles encontraron un poblado en 1541 con el nombre de Valladolid. Los documentos escritos y publicados después de la Guerra de Independencia de México, no son objeto de destrucción aunque pocos hagan uso de esos documentos originales.

En 1991, la Ciudad de Morelia fue declarada Patrimonio de la Humanidad por sus edificios coloniales bien conservados y el diseño del Centro histórico. La preservación de los antiguos materiales transmitidos almacenados en los archivos audiovisuales de Morelia debe tratarse de la misma manera que los antiguos edificios y libros coloniales. La historia visual de Morelia también es importante para el conocimiento de las próximas generaciones - no sólo los edificios.


LOS BIBLIOTECARIOS Y EL FUTURO: ¿ES LA INTRODUCCIÓN DE LA DIGITALIZACIÓN EL FIN DE LOS ANTIGUOS BIBLIOTECARIOS TRADICIONALES?

Los Bibliotecarios que han sido educados para trabajar en Bibliotecas Públicas, Bibliotecas Universitarias y colecciones privadas de libros, han estado preocupados por el trabajo futuro. La pregunta principal que hacen los Bibliotecarios que estudiaron en una escuela tradicional de bibliotecas es: ¿Cuál es el nuevo requisito para los Bibliotecarios que quieren trabajar en archivos audiovisuales? ¿Tenemos un trabajo después de la introducción a la digitalización de las colecciones?

Mi experiencia personal trabajando como Jefe de archivo de Televisión durante 30 años tratando con reclutamiento de personal de archivos que contienen películas viejas, antiguas y nuevas grabaciones de sonido, programas de televisión y radio almacenados en diferentes tipos de cintas y diferentes películas, es que no es necesario un cambio radical de las demandas de personal. La razón principal es que los Bibliotecarios educados tradicionalmente no están capacitados para tratar con los materiales almacenados en los archivos audiovisuales. Los archivos audiovisuales no almacenan muchos estantes con libros. Los Bibliotecarios tuvieron que obtener la nueva educación en el terreno, trabajando en el archivo y adoptando nuevos cambios tecnológicos, más o menos anualmente.

EL EQUIPAMIENTO ESTÁNDAR DEL PERSONAL DE LOS ARCHIVOS AUDIOVISUALES

Esos Bibliotecarios adictos que trabajan con libros y papeles solamente -yo soy adicto a los libros- no deberían pedir trabajo en archivos donde las cintas, las películas y las grabaciones sonoras son las principales herramientas de trabajo. Es importante que usted esté interesado en aprender sobre los nuevos materiales. Los Bibliotecarios deben mostrar un acercamiento positivo a los nuevos equipos técnicos que son una necesidad para el trabajo en los archivos. El momento en que la administración decidió poner cualquier empleado sin educación en los archivos, tomó una mala decisión. Los Bibliotecarios de los nuevos medios deben aprender a manejar las viejas maquinas de visualización (revisión) de casetes, mesas de visualización y ocuparse de los nuevos archivos. De todas formas recomiendo contratar personas con Licenciatura en Bibliotecología y personas con formación académica. Cuando la Administración ha tomado la decisión final de digitalizar las colecciones audiovisuales totales, la consecuencia de la decisión es que el estándar normal del personal debe también actualizarse. Se necesitan programas de formación profesional para los miembros del personal que tratan con nuevos archivos y nuevos equipos.
Sobre todo: no es recomendable tener empleados a medio tiempo (part time), no es una política recomendable porque anualmente el equipo debe asistir a nuevos cursos de formación técnica.

BIBLIOTECARIOS DE LOS MEDIOS DE COMUNICACIÓN: QUÉ HACER DESPUÉS DE LA DIGITALIZACIÓN?

Las cintas de vídeo con estándar de transmisión, las cintas de vídeo utilizadas para la visualización de programas solamente, las películas de 16 mm y las grabaciones de sonido, las viejas mesas de visualización, son historia tras la digitalización total de las colecciones. Lo siento, pero esa es la verdadera y brutal situación de trabajo. El contenido se almacena en archivos.
Cuando las cintas eran la única fuente original para la documentación (EL Registro) del Contenido de los programas, los Bibliotecarios de los medios de comunicación tenían que ver cada programa transmitido para realizar las descripciones del Contenido. Era importante obtener tantos datos (hechos) como fuera posible sobre el Contenido del programa, debido a la demanda de acceso rápido a diferentes escenas y planos para ser utilizados en un nuevo programa de televisión. El trabajo consume mucho tiempo para los Bibliotecarios que no han participado en la realización del programa. La nueva tecnología significa que el trabajo descrito es historia después de la digitalización de los materiales. ¿Cómo hacer la descripción del contenido de los programas cuando se les dijo a los Bibliotecarios que detuvieran el trabajo?


METADATA: ¿UNA NUEVA PALABRA TÉCNICA SOLAMENTE?

Los metadatos de cada documento son decididos por los productores de los programas en una etapa inicial del trabajo. Los metadatos son sólo los mismos hechos que se encuentran en la primera página de cada libro donde aparecen títulos, dueños de los Derechos de Autor, páginas, fechas de publicación, subtítulos, títulos originales, nombre del escritor y una lista de fotos utilizadas. Los productores que también han realizado los programas, son las personas mejor calificadas para hacer una descripción detallada del Contenido de los programas. Durante el trabajo toda la información conectada a los programas se trasladará al sistema de archivos controlado por el personal del archivo audiovisual. Después de la transmisión de los programas, todos los hechos relacionados con los productos son enviados automáticamente al archivo donde los Bibliotecarios realizarán trabajos de investigación a futuro. Además el Bibliotecario de medios de comunicación que está trabajando cerca de nuevas producciones puede actualizar hechos (datos) faltantes. También es importante que las personas que conocen el contenido del programa puedan actualizar los hechos presentados. Los nombres escritos erróneamente o información faltante sobre los nombres de autos,  aviones, armas o sitios usados ​​en los programas pueden ser actualizados por personas.

Los periodistas que trabajan para una emisora ​​de radio o una corporación de televisión pueden hacer el trabajo de investigación desde su casa o desde la oficina, porque todos los documentos son accesibles para ellos o para los productores. Mi experiencia es que muchos periodistas quieren que los Bibliotecarios de los medios hagan el trabajo de investigación para ellos.

PRODUCCIONES MASIVAS DE PROGRAMAS DE RADIO Y TELEVISIÓN Y POLÍTICA DE ALMACENAMIENTO DE LOS PRODUCTOS

MIGRACIÓN DE VIDEO A GRAN ESCALA (MASIVAMENTE)

Los archivos de la Nación tienen que almacenar todos los formatos originales, incluyendo cintas de 2 pulgadas, cintas de 1 pulgada, cintas U-matic, cassettes VHS, cassettes S-VHS, cintas Betacam SP y cualquier otro formato utilizado por las compañías de televisión. . ¿Cómo administrar la digitalización de cientos de miles de horas de material audiovisual por año? El contenido de un video sólo se puede reproducir en equipos específicos. La vida de las cintas de vídeo originales es un asunto incierto. No sabemos por cuántos años durarán las cintas. Sólo sabemos que es importante transferir el contenido de los viejos Formatos a las cintas a nuevas,  después de haber probado la calidad de las cintas. Los videos están bajo amenaza no sólo debido a la inestabilidad física y química, sino también porque los equipos de reproducción ya no están disponibles en el mercado.

No es mi intención abogar por una determinada empresa o un sistema para manejar los asuntos (temas) mencionados. Pero los sistemas ya están disponibles en el mercado. Recomiendo los estudios de trabajo realizados por la Biblioteca del Congreso en los EEUU y uno hecho por los Archivos Nacionales Escandinavos.
En el ámbito de la preservación de los archivos audiovisuales, diferentes empresas pueden realizar el trabajo de digitalización de más de 500.000 horas de archivos audiovisuales. Transferir el contenido de vídeo a un medio con mejor fiabilidad y duración, es tarea de los archivos nacionales y también de los diferentes archivos de televisión.

El principal desafío con referencia al material transferido es la decisión final de cuántos datos detallados sobre el contenido de los programas deben ser transferidos.

¿Qué pasa con la descripción del contenido de la imagen? Los Bibliotecarios de los medios de comunicación han visto (revisado) los programas haciendo una descripción detallada, incluyendo: nombres correctos de las personas involucradas en el programa, el contenido de las conversaciones, los sitios donde se realizó el programa, la ortografía correcta de nombres y sitios, tomas y escenas, toda la información técnica necesaria para conocer, sobre el tiempo, las estaciones del año, copiar el clima y comentarios especiales hechos por las personas involucradas y sobre todo: El título de las canciones y artistas involucrados.

Definiciones de los materiales depositados:

-Medio: Un medio de almacenar información.

-Documento: Una o más copias idénticas de un formato por el cual se almacena la información para su posterior lectura, escucha, exhibición o transmisión.

-Editor: Cualquier persona que a su propio costo produce o hace arreglos para la producción de un documento con el fin de ponerlo a disposición del público.

-Productor: Cualquier persona que produce copias de un documento para un editor.

-Importador: Cualquier persona que por su propia cuenta trae al país un documento publicado en el extranjero para ponerlo a disposición del público en el país.

Un documento se pone a disposición del público cuando las copias del mismo se ofrecen para la venta, el arriendo o el préstamo, o cuando el documento se distribuye de otra manera fuera del dominio privado.

-La información contenida en el documento se pone a disposición fuera del dominio privado por medio de presentaciones, exhibición, difusión, transmisión en línea y / o similares.
-Hasta  hora las demandas del Depósito Legal de un país.


LA REUNIÓN FINAL ENTRE LA JEFE JOVEN DEL ARCHIVO Y EL CONSULTOR ANTIGUO DE LOS ARCHIVOS AUDIOVISUALES- DEBE TOMARSE LA DECISIÓN FINAL

El joven Bibliotecario está preocupado. Él tiene una gran cantidad de información sobre cómo hacer los preparativos para un cambio en la tecnología y la estrategia para sus colecciones. Por lo tanto se plantean nuevas preguntas sobre las ventajas de la digitalización y sobre todo: Las desventajas de la digitalización de las colecciones. ¿Por qué es tan importante ir a la digitalización de películas, cintas, documentos y papeles?
Algunas de las ventajas de la digitalización: Las principales palabras clave sobre las ventajas de la digitalización son: Copia, automatización, auto-checking, búsqueda, acceso, velocidad de copiado, calidad, espacio requerido y migraciones futuras de las colecciones.

COPIA: Sin pérdida de calidad haciendo copias de la información digitalizada. Se utiliza el mismo formato de almacenamiento u otro formato digital.

AUTOMATIZACIÓN: Los documentos están representados por una serie de números binarios que permiten automatizar el proceso de copiado. No es necesario el control humano para certificar la fidelidad de las copias.

CONTROL AUTOMÁTICO Y REPARACIÓN: Si se detectan errores en una portadora digital, es posible realizar copias corregidas del material sin intervención humana.

BÚSQUEDA: El usuario puede buscar tanto en los catálogos locales como en los remotos. La realización de una red de enlaces desde los documentos a los que accede el Usuario para asociar documentos en la misma colección. También se pueden realizar búsquedas de texto completo. Se ha ideado una búsqueda similar tanto para grabaciones de sonido como para documentos de imagen

ACCESO: El uso de almacenes robóticos a gran escala permitirá que las colecciones digitalizadas sean accesibles durante 24 horas al día sin el mínimo de personal del Archivo.

VELOCIDAD DE COPIA: Será posible transferir datos a una velocidad muy alta.

CALIDAD: Es fácil generar una copia de baja calidad desde una copia de alta calidad cuando el trabajo es requerido.

REQUISITO DE ESPACIO: El resultado del almacenamiento de la información digitalizada en el portador, es una reducción del espacio libre solicitado para estanterías. No hay más control climático del espacio requerido para los materiales originales como cintas, películas, grabaciones de sonido y papeles. Es posible reducir los costos de funcionamiento del control climático del Archivo.

MIGRACIÓN FUTURA DE LAS COLECCIONES: Las colecciones copiadas en un Portador digital pueden aprovechar las posibilidades de transferencia automatizada inherentes a un formato digital en caso de futuras migraciones.
El Bibliotecario joven encontró los argumentos aceptables por el momento. Pero todavía está preocupado. ¿Qué hay de las desventajas ocultas, secretas y olvidadas de las que algunos consultores quieren hablar? ¿Qué pasa con los costos de la nueva tecnología? Él ha tenido problemas presupuestarios  pidiendo más  personal para hacer frente al creciente número de documentos enviados al archivo.
El silencio es la mejor descripción de la reacción del Bibliotecario antiguo. Hablar de costos no es una buena conversación. De todos modos, las desventajas de las inversiones en nueva tecnología tuvieron que aclararse antes de que se hicieran más trabajos.


ALGUNAS DE LAS PRINCIPALES DESVENTAJAS DE LA DIGITALIZACIÓN

COSTOS DE CAPITAL: Comprar nuevos equipos es caro. Los operadores calificados para manipular los nuevos equipos, son imprescindibles para lograr los mejores resultados.


REQUIMENTOS DE ALMACENAMIENTO: El costo de capital para construir un ambiente climáticamente estable para los Portadores es un costo necesario. Esto significa un aumento en el consumo de energía en el área de almacenamiento de las colecciones.

COSTOS DE FUNCIONAMIENTO: Las nuevas colecciones digitalizadas pueden requerir copias frecuentes generando costos de mano de obra, energía y nuevos portadores.

COSTOS DE PREPARACIÓN: Los trabajos de preparación para la digitalización incluyen el ordenamiento e indexación del material original y la entrada de las referencias textuales en la base de datos por personal especializado. El trabajo puede ser un proceso costoso. La mano de obra para este trabajo también es costosa.

 ¿Qué pasa con los documentos originales después de haber terminado el trabajo? La pregunta la hace el Bibliotecario joven que no está satisfecho con el informe presentado por el antiguo Bibliotecario.

La respuesta es: Tenga cuidado con los materiales originales. Las empresas financiadoras del material, deben aceptar que la digitalización es un método para otorgar a más personas el acceso a la información, sin aumentar el peligro de daño al documento original y evitar los altos costos de restauración de estos originales. La transferencia de un gran número de documentos ayudará a la conservación mediante la reducción de la presión sobre los documentos originales.

CONCLUSIÓN

El Bibliotecario joven no es la única persona dentro de un archivo audiovisual o una empresa de radiodifusión que toma la decisión final sobre la digitalización de las colecciones. La dirección de la empresa debe acordar una nueva estrategia para el archivo mientras se establece un presupuesto para el trabajo. Paciencia, y más paciencia podría ser la palabra clave correcta para el trabajo futuro - un negocio costoso. La demanda pública de mayor acceso a la información que se da al publico, aumentará en países donde la vida política está dominada por la libertad de discurso, la libertad de expresión, la libertad de información y los sistemas democráticos.

No es posible abogar por un mayor acceso a la información publicada sin un acuerdo político hecho por el gobierno del País o el Estado. Acceso significa también hacer uso de películas, cintas y documentos. El daño de libros originales, películas, programas de televisión y radio podría ser el resultado de las nuevas políticas de acceso. La introducción a la digitalización es una herramienta y un método para evitar el daño del material original y sobre todo: mantener el alto nivel de información para las personas dentro de una sociedad democrática.

La introducción de la ley de Depósito Legal de todos los documentos publicados, es una herramienta para futuros estudios académicos y para el acceso de las personas a la información. No hay censura de programas emitidos de televisión y radio y de libros y documentos publicados. El borrado de los programas de televisión y radio emitidos, está prohibido por ley.

Una cooperación activa con los medios de comunicación universitarios y con los historiadores, es una necesidad si el patrimonio cultural de cualquier País y del Estado de Michoacán se conserva para ser reutilizado año tras año.

THE CHILDREN OF MORELIA – LOS NINOS DE MORELIA
Mexico

Because too many people waited to cross the street close to my hotel in Morelia I did not see the sculptures of two children.  Besides -benches were set up close to the small sculptures of the children occupied by resting people. The discovery of the sculptures made me interested in the story of the children of Morelia. In 1937 about 500 children went from Spain to Mexico as refugees. The main reason for the transport of children from Spain was the Spanish Civil War. Most of the children were not orphans. Parents wanted to evacuate their children from a country in war. The children went by a ship called Mexique . The children travelled without their parents who were staying in Spain. By inviting Spanish refugees during the Spanish Civil War, Mexico promoted the image of an advanced and humanistic Mexico. The evacuation of Spanish children started after Franco’s forces had bombed Guernica and other Spanish cities for months.
A film was produced about the story of the Spanish children: “The Spanish Children of Mexico”. The film was played for at least two months in Santiago de Chile, for a while in Panama and in Barcelona, Spain, where about 50,000 Republicans watched the film. Most of the children who were sent to Mexico never saw their families in Spain again.
When you pay the city of Morelia a visit take a look at the sculptures of the children. The story of the children is a tragic report of the victims of wars: The children.

DIA DE MUERTOS: DAY OF THE DEAD
Dia de Muertos: Una Tradicion Orgullosamente Mexicana


During my visit to the City of Morelia in Mexico I took part in the celebration of the Day of the Dead. Day of the Dead is celebrated in Mexico between the end of October and at the beginning of November. Mexicans pay visit to cemeteries, decorate the graves and spend time at the graves. The belief behind Day of the Death is that spirits return to the world of the living for one day of the year to be with their families. Day of the Dead is celebrated in different locations throughout Mexico. The spirits are greeted with offerings of special food that they enjoyed when they were alive.

DIGITALIZATION OF AUDIOVISUAL COLLECTIONS: ISSUES IMPORTANT TO MANAGE THE CHANGE TO A NEW TECHNOLOGY.

INTRODUCTION
The report presented is only a fictional report. Let us face some facts. The task for a new head of a local audiovisual collection is to set up a plan for a total digitalization of the collection of the archive. The new head of the archive is a young man. He has finished his technical education from an important Mexican university. He has no experience in working in a library, or an archive or taking part in television and radio productions. Making movies are also an unknown subject for the young man who is eager in making a professional career in the new field of media work. The management of the company has decided to invest  new technology in the company. The board of the company has given the director permission to make preparations for the new change but a budget has to be presented the board before any actions takes place. The cost of the introduction of the new technology must be accepted by the board. The title of the report is: “ Digitalization of audiovisual collections ,production and transmission “.
THE YOUNG MAN AND THE OLD LIBRARIAN NEED TO TALK TOGETHER
The young man need to be supported by a consultant in the field of archiving. He has called me to assist him in setting up a preliminary plan and budget for the work. I have worked in the business since 1970. I think I can give him some realistic advices to avoid some difficulties.
THE PRELIMINARY PLAN
The working group
First of all we have to get as much information as possible about the archives which we are going the work with. THE FICTIONAL ARCHIVE which we have to study is a local television and radio company situated in the city of Morelia in Mexico. The company is an old one. The transmission of television and radio programmes of the company have taken place from 1970 to 2017.
THE MEMBERS OF THE WORKING GROUP
We set up a working group consisting of people who have worked for the company for many years in different departments of the company. The aim of the working group is to collect as much facts about the archive as possible. On the agenda for the working group is: What types of videotapes are stored in archive. Does the archive keep films - and what kinds of films are kept? What is the correct number the videotapes kept? What about the quality of the videotapes? We need to evaluate the technical standard of the videotapes. Does the archive store tapes and films after transmission only? – or does the archive keep films and tapes for viewing only? What has been the main task for the archive since 1970? What about reusing of radio and television programmes for the local people? What about an access policy of the archive? Who has the right to make use of the archive – only the staff of the company or any citizen of the city of Morelia or any citizen of Mexico? The standard of the staff of the archive must be evaluated. What kind of education has been required to get a job: Degree in librarianship, education for universities or colleges, or any person who knows  some of television and radio productions, are qualified for working in the archive? Is the archive regarded by the management of the company as a place to put employed who the management does not know what to do with?
For the new head of the audiovisual archive it is important to know all about catalogization routines and detailed description of how to make a good registration of the programmes. It is not a surprise that some archives have worked with card catalogues all the time. All registrations of the content of the programmes have been done by using typewriters. The budget for the archive so far must be studied.
SUBJECTS FOR FURTHER STUDIES: THE PRESENT SITUATION AND THE FUTURE PLANNING
THE FICTIONAL  ARCHIVE  which is the object for the report, has not been changed for many years. The main reason for the lack of up-dating of the standard of the archive was the lack of interest for archiving of the programmes by the management of the company. Besides the management was of the opinion that the programmes transmitted had no life after transmission.
THE FICTIONAL ARCHIVE has taken care of those programmes forwarded the archives after a selection of which programme had a right to kept for eternity.
Let us take a look at the selected programmes and technical materials:
-Videotape: 2000, 2 inch tapes kept after transmission as an original tape of the programme. No copies kept.
-Videotapes: 5000, 1 inch tapes kept after transmission. No copies kept.
-Films: 2000 film programmes kept. Standard: 16 mm. Sound and film are kept in separate boxes. No copies made.
- Photos: 500 photos kept. No copies kept.
- Sound reels: 2000 radio programmes kept. No copies kept.
- Viewing tapes. VHS. 1000 copies kept.
THE FICTIONAL ARCHIVE and documents of the programmes were stored. A program report  made of every programme transmitted from 1970 has been kept in the archive.
The required standard of the storage of videotapes, films and sound recordings is: No changes in temperature and humidity of the rooms where the materials are stored. 
Recommendations for storage of video tapes: Temperature: 16 C +/- 2, (50-60 F) and relative humidity: 30% -40%.
Recommendations for storage of films used daily: Temperature: 21 C ( 70F) and relative humidity: 25% - 60%. Recommended standard for colour master material: -5 C (23F) and relative humidity: 15%- 30%.
In general lower temperature of storage of films will slow the fading process of the film.

ACCESS POLICY OF THE FICTIONAL ARCHIVE
THE FICTIONAL ARCHIVE was set up to assist those who were making new radio and television programmes. The main object for the production was the inhabitants of the state of Michoacan in central Mexico. The city of Morelia was the market for the programmes only. An exception was the daily news transmitted in both the radio and the television making the people of the state of Michoacan aware of international issues and conflicts.
Access to the collections was made by contacting the librarians working for the company. A list of wanted shots or transmitted programmes was handed to the reference librarian. The producer took a personal contact with the reference librarian about the wanted materials and the plan for the production. Old films and tapes were brought up from the storage room for viewing. In some cases the films had to be viewed by using a cutting table. Copies of the selected shots were made at the department for editing and copying of excerpts of programmes.
THE FICTIONAL ARCHIVE was organized like many other television and radio archives set up in companies worldwide.
The research work was done by the librarians only because the old card catalogue was still in use. Gradually all information written on the cards were copied to a computer were a so-called “ free text system “ was introduced. The librarian could search on the text of the cards where any word could be a target for the research.
The result of the work done by the reference librarian depended on how much facts and information written on the cards. If the content of the report of the programmes was limited to some persons only, you could only find the persons registered.
THE FICTIONAL ARCHIVE did not care about the need for information given to the majority of the Mexican population. No. The people of the state of Michoacan was the main object for the information stored in the archive.
SELECTION POLICY OF  CONTENT OF AUDIOVISUAL  ARCHIVES
The management of THE FICTIONAL ARCHIVE had decided that not every programme transmitted should be kept in the archives. The policy of selection of programmes was taken from the official policy of public libraries where the librarians made a book selection of the collections and about what kind of books should be bought for the library. Because copies were made of every book published, the library did not need to buy every published book. Television and radio archives made one copy of the transmitted programme only. The traditional selection policy introduced from libraries to television and radio companies resulted in wiping of too many good programmes.
DIGITALIZATION OF THE COLLECTIONS: DECISION MADE BY THE MANAGEMENT OF THE COMPANY
The report of the work done daily must be evaluated by the working group. The group must know all about the archive. Then the group must get information about the new possibilities introduced by the policy of digitalization. The old aims, tasks, equipments, staff education, access policy and selection policy must be changed because the new up-dating technology created a long list of new possibilities. It does not make sense changing the work of the archive without taking advance of the new possibilities of digitalization.
MORELIA AND THE STATE OF MICHOACAN ARE PUT ON THE INTERNATIONAL MAP.
THE FICTIONAL ARCHIVE is not a local information center anymore. The whole world might get an interest in getting information about what is going on in the state of Michoacan. You do not have any more local secrets.
 NEW WAY OF WORKING AFTER  INTRODUCTION OF DIGITALIZATION OF  AUDIOVISUAL ARCHIVES.
SELECTION POLICY ABOLISHED
“ … I may disagree with what you have to say, but I shall defend to the death your right to say it…”. Quotation: The French philosopher Francois Voltaire (1694-1778).
Official statements made by any citizen of any country must be based on correct archival facts stored in libraries, state archives, national archives and television and radio archives. Digitalization is a new technology only perfect made for the modern democratic society.
The working group of THE FICTIONAL ARCHIVE had made a profound investigation about the present way of working with archival footage. The group suggested keeping a copy of every transmitted radio and television programme transmitted to the population of Michoacan.No more wiping of tapes was the main content of the decision made. It was a need for more programmes to be reused as programmes and a need for making an active use of excerpts from transmitted programmes.
NO CENSORSHIP- NO MORE WIPING OF INFORMATION
The working group decided to evaluate the work of the archive with reference to the democratic traditions of the State of Michoacan: Free exchange of official information for the inhabitants of the state, freedom of speech and freedom of expression. If there is no free exchange of official information for the inhabitants of the state, the selected content of the archives must be evaluated as a limited source available. Academic studies are depending on access to information stored in audiovisual archives. If the government of the state wanted to select the information forwarded the archives, the value of the content of the archives is reduced for academic studies.
 When the total transport of the collections consisting of videotapes, films and sound recordings to files, the need for the old materials was not a demand any more. The work was time consuming and expensive because every videotape and film had to be evaluated from a technical point of view by professional technicians.
THE FUTURE OF THE ORIGINALS-THE LEGAL DEPOSIT OF ORIGINALS FROM AUDIOVISUAL ARCHIVES
On the agenda on most of the international conferences the issue of the future of the old collections is an important issue. The experts differ about what to do with the original tapes and films. From a technical point of view the decision to wipe and destroy the original films and videotapes made sense for persons who have worked with technical facilities only. The content of the materials is preserved and kept on files forwarded to the National Library for being kept without any wiping dates. There is another problem too connected to the old material: Lack of technical equipment required for further coping of the content and viewing of the tapes. Two inch videotape recorders are not easy to buy anymore.
EVERY OLD FILM IS UNIQUE ND ORIGINAL
“ …Broadcasting archive: These contain primarily an inventory of selected radio and television programmes and commercial recordings… as a source for broadcasting and production purposes…collections may also include “ raw “ material ( not transmitted material) , such as interviews and sound effects…” The source: Audiovisual Archiving: Philosophy and Principles by Ray Edmonson, Paris, 2004.
After the introduction of the Legal Deposit Law the policy of selection of transmitted programmes was not an official policy for the broadcasting companies anymore because copies had to be forwarded the national archive annually.
My recommendation as a consultant for the young and new Head of the archive is to keep the old materials as long as possible because the original videotapes and films have a technical value as originals. The sound and the pictures are often made better when you transport the content to the files. The original sound will be improved to keep up with the required standard for new productions.
After having completed the transport from tapes to files, the next decision is to make the National Library understand the importance of keeping original materials of all kinds for future studies. Nobody is asking questions about destroying the original official documents or books published when the Spanish found a settlement in 1541 with the name of Valladolid. Written papers and documents published after the Mexican War of Independence are not an object for destruction even if few make use of the original documents.
In 1991, the City of Morelia was declared a UNESCO WORLD HERITAGE SITE for its well-preserved colonial buildings and layout of the historic center. Preservation of old transmitted materials stored in audiovisual archives in Morelia must be treated in the same way as the old colonial buildings and books. The visual history of Morelia is also important for next generation to know – not only buildings.
LIBRARIANS AND THE FUTURE: IS THE INTRODUCTION OF DIGITALIZATION THE END OF THE OLD TRADITIONAL LIBRARIANS?

Librarians who have been educated to work in public libraries, university libraries and private book collections have been worried about the future work. The main question received from librarians educated from a traditional library school is: What is the new requirement for librarians who want to work in audiovisual archives? Do we have a job at all after the introduction of digitalization of the collections?
My personal experience working as the head of television archive for 30 years dealing with recruitments of the staff of  archive contenting old films, old and new sound recordings, television and radio programmes stored on different types of tapes and different films, is that a radical change of demands of the staff is not necessary. The main reason is that any traditional educated librarians are not trained to deal with the materials stored in audiovisual archives. The audiovisual archives do not store many shelves of books. The librarians had to get the new education on the spot working in the archive by adopting new technology changes more or less annually.
THE STANDARD EQUIPEMENT OF THE STAFF OF AUDIOVISUAL ARCHIVES
Those librarians who are addict working with books and papers only –I am addiction to books myself –should not ask for work in archives where tapes and films and sound recordings are the main working tools. It is important that you are interested in learning about the new materials. The librarians must show a positive approach to new technical equipments which are a must for the work in the archives. The time when the management decided to put any uneducated employed in the archives is out of date. The new media librarians must learn to deal with old viewing cassettes, viewing tables and dealing with new files. Anyway I recommend employment of persons with Degree in Librarianship and persons with an academic education. When the management has made a final decision to digitalize the total audiovisual collections, the consequence of the decision is that the standard of the staff must be updated too. Training programmes for the members of the staff  dealing with new files and new equipments are necessary. Above all: Part time employment of the staff is not recommended policy because annually the staff has to attend new technical training.
MEDIA LIBRARIANS –WHAT TO DO AFTER DIGITALIZATION?
Video tapes with transmission standard, video tapes used for viewing programmes only, 16 mm films and sound recordings, old viewing tables, are history after the total digitalization of the collections. Sorry, but that is the true and brutal working situations. The content is stored on files.
When tapes were the only original source for documentation of the content of the programmes, the media librarians had to view every transmitted programme for descriptions of the content. It was important to get as much facts about the content of the programme due to the demand of quick access to different scenes and shots to be used in a new television programmes. The work was time consuming for the librarians who had not taken part in making of the programme. New technology means that the work described is history after the digitalization of the materials. How to make the description of the content of the programmes when the librarians were told to stop the work?
METADATA: A NEW TECHNICAL WORD ONLY?
The metadata of every document is decided by the producers of the programmes at an early stage of the work. Metadata is only the same facts you find on the first page of every book where titles, copyright owners, pages, publishing dates, subtitles, name of the writer and a list of photos used. The producers who also have made the programmes, are the best qualified persons to make a detailed description of the content of the programmes. During the work all information connected to the programmes will be moved to archival system controlled by the staff of the audiovisual archive. After the transmission of the programmes, all facts connected to the products are transported automatically to the archive where future research work will be done by the librarians. Besides the media librarian who is working close to new productions can up-date missing facts. It is also important to make it possible for people who know the content of the programme to up-date the facts presented. Names spelled wrong or missing information about the names of cars or planes or guns or sites used in the programmes can be up-dated by people.
Journalists working for a radio station or a television corporation can do the research work from home or from the office because all documents are accessible for the producers or the journalists. My experience is that many journalists want the media librarians to do the research work for him.

MASS PRODUCTIONS OF RADIO AND TELEVISION PROGRAMMES AND STORAGE POLICY OF THE PRODUCTS

THE LEGAL DEPOST LAW
“…The purpose of the act is to ensure that documents containing generally available information are deposited in national collections, so that these records of cultural and social life may be preserved and made available as source material for purposes of research and documentation…”

Those countries who have introduced a national legal deposit law of all transmitted and published documents including all radio programmes and television programmes, are facing a catalogue problem. How to deal with the high number of documents forwarded the national archive?
LARGE SCALE VIDEO MIGRATION
The nation archives have to store all original formats including: 2 inch tapes, 1 inch tapes, U-matic tapes, VHS cassettes, S-VHS cassettes, Betacam SP tapes and any other formats used by television companies,and different original film formats too. How to manage the digitalization of hundreds of thousands of hours of audiovisual material per year? Video content can only be played on specific equipments. The lifetime of the original videotapes is an unsure matter. We do not know for how many years the tapes will last? We only know that it is important to transfer the content of the tapes to new tapes after having tested the quality of the tapes. The videos are under threat not only due to the physical and chemical instability of the media, but also because the playing equipments are not available in the marked any more.

It is not my intention to advocate for a certain company or a system to handle the issues mentioned. But systems are available on the market already. I recommend studies of the work done by Library of Congress in USA and the done by Scandinavian national archives.
In the field of preserving audiovisual archives, different companies can do the work of digitalization of more than 500,000 hours of audiovisual archives. Transferring the video content to a medium with better reliability and life span is a task for national archives and also for different television archives.
The main challenge with reference to the material transferred is the final decision of how much detailed facts about the content of the programmes should be transferred?
What about the description of the content of the picture? Media librarians have viewed the programmes making a detailed description including: Correct names of the persons involved in the programme, the content of the conversations, the sites where the programme was made, correct spelling of names and sites, different shots and scenes, all technical information necessary to know, about the weather, the seasons, copy the climate and special comments made by the persons involved and above all: The title of the songs and artists involved.
Definitions of the materials deposited:
-Medium: A means of storing information,
-document: One or more identical copies of a medium by which information is stored for subsequent reading, listening, showing or transmission,
-publisher: Any person who at his own expense produces or arranges for production of a document in order to make it available to public,
-Producer: Any person who produces copies of a document for a publisher,

CONTENT DESCRIPTIONS OF PROGRAMMES STORED –AN UNNECESSARY BUSINESS?
The question was asked at the EUSCREEN XL Conference in Rome, Italy, October 30-31, 2014. I attended the conference. The question was asked by a British businessman, Roger Felber. He has been in the business, as CEO of media, manufacturing and financial service companies for nearly 40 years. His group had purchased BRITISH PATHE newsreels. Roger Felber wanted to make money selling archival footage selected from the films bought. He did not make it selling stock footage because the collections bought had too few information about the films cataloged. Experts who knew about the content of the films had to be hired to view all the films making a detailed content description of the programmes. The work was time consuming but necessary for future research work. So far, the hard and expensive experience made by a businessman and not by the management of the archive or the librarians. Roger Felber  took part in an opening panel discussion on October 30, 2014, in Rome, Italy.

THE FINAL MEETING BETWEEN THE YOUNG HEAD OF THE ARCHIVE AND THE OLD CONSULTANT OF AUDIOVISUAL ARCHIVE- THE FINAL DECISION HAS TO BE TAKEN
The young librarian is worried. He has got a lot of information about how to make preparations for a change in technology and strategy for his collections. Therefore new questions are asked by him concerning the advantages of digitalization and above all: The disadvantages of digitalization of the collections. Why is it so important to go for digitalization of films, tapes, documents and papers?
Some of the advantages of digitalization: The main keywords about the advantages of digitalization are: Copying, automation, auto-cheching, searching, access, speed of copying, quality, space requirement and future migrations of the collections.

COPYING : No loss of quality by making new copies of digital information. The same storage format or another digital format is used.
AUTOMATION: The documents are represented by a string of binary numbers making it possible to automate the process of copying. No need for human checking of the fidelity of the copies.
AUTO-CHECKING AND REPAIRING: If errors are detected in a digital carrier it is possible making corrected copies of the material without human intervention.
SEARCHING: Both loc al and remote catalogues can be searched by the user. The making of a web of links from the documents accessed by the user to associate documents in the same collection. Full text searches can be made too. Similar searching is devised for both sound recordings and image documents.
ACCESS:  The use of large scale robotic stores will enable the digitized collections to be accessible for 24 hours a day without the minimum of staffing.
SPEED OF COPYING: It will be possible to transfer data at a very high speed.
QUALITY: It is easy to generate a lower quality copy from the higher quality copy when the work is required.
SPACE REQUIREMENTS: The result of storage of digitized information on carrier is a reduction in self space required. No more climatic control of the space required for the original materials like tapes, films, sound recordings and papers. It is possible to make a reduction in running costs of the archival climatic control.
FUTURE MIGRATION OF THE COLLECTIONS: Collections copied to a digital carrier can take advantage of the possibilities for automated transfer inherent in a digital format in case of future migrations.
The young librarian found the arguments acceptable for the time being. But he is still worried. What about hidden, secret and forgotten disadvantages that few consultants want to talk about? What about the costs for the new technology? He has had budget problems already asking for more staff members to deal with the increasing numbers of documents forwarded the archive.
Silence is the best description of the reaction from the old librarian. Talking about costs is no good talk at all. Anyway the disadvantages of the investments in new technology had to be clarified before further work done.
SOME OF THE MAIN DISADVANTAGES OF DIGITALISATION
CAPITAL COSTS: To buy new equipment is expensive. Skilled operators of the new equipment are a must if the best results are to be achieved.
STORAGE REQUIMENTS: The capital cost to build a climatically stable environment for the carriers is a necessary cost. This means an increase in the energy consumption of the storage area of the collections.
RUNNING COSTS: The new digitised collections may require frequent copying resulting in labour, energy and new carrier costs.
PREPARATION COSTS: The preparation works for the digitalization includes the ordering and indexing of the original material and the entry of the textual references into the data base by specialist staff. The work can be an expensive process. The manpower for the work is expensive.
 What about the original documents after having finished the work? The question is asked by the young librarian who is not satisfied with the report presented by the old librarian.
The answer is: Take care of the original materials. The funding companies of the material must accept that digitalization is a method of granting more people access to the information without increasing the danger of damage to the original document and to avoid high restoration costs of the original material. The transfer of large numbers of documents will aid preservation by reducing the pressure on the original documents.
CONCULSION
The young librarian is not the only person within an audiovisual archive or a broadcasting company to make the final decision about digitalization of the collections. The management of the company must agree on a new strategy of the archive while setting up a budget for the work. Patience, and more patience might be the correct key word for the future work- an expensive business. The public demand for more access to information given to the people already will increase in countries where the political life is dominated by freedom of speech, freedom of expression, freedom of information and democratic systems.
The traditional library or archive where the viewing of the collections stored and the cataloguing of the content of the programmes had to be done within the archives only, is history.
The original films, sound recordings, written documents, photos, television- and radio programmes are no more objects for research work. This means that the original materials can avoid being damaged. The users of the archives can view the content of the collections independent of the location of the archives.
It is not possible to advocate for more access to published information without a political agreement made by the government of the country or the state. Access means also making use of films, tapes and documents. Damage of original books, movies, television and radio programmes might be the result of the new policy of access. The introduction of digitalization is a tool and method to avoid the damage of original material and above all: Keep up the high standard of information for people within a democratic society.
The introduction of legal deposit law of all published documents is a tool for future academic studies and for access to information to people. No censorship of transmitted television and radio programmes and published books and papers. Wiping of transmitted television and radio programmes is forbidden by law. An active cooperation with media universities and with historians is a must if the cultural heritage of any country and of the State of Michoacan shall be preserved to be reused year by year.
